Staff is of course will have the highest Authority. But I dont think we should have any members bossing other members around, however, higher ranking such as Generals could give out "orders" such as troop movement to battle the enemy and if the person does not follow the order, they lose that battle.
For an example, a General of the 3rd Army arranges a battle against the 29th SS and he tasks a Col of Alpha Company to fight on this day at this time against this person and he refuses on his own will then they lose that battle with no other reprocusions(sp?).
Now if the person is unable to, then a substitute under the Generals command fights it.
Then the Moderators will help keep order aswell.
And last, the Supreme Commanders of the Axis and Allies will represent their people could give out instructions to their people but they are most likely going to be part of the Staff anyways.

sounds good or how about if the person refuses or misses the engagement either A.) the area he was occupying was taken over and his troops surrendered and ran off, suffering heavy losses or B.) The enemy marched into the area unopposed and was able to set defenses stopping them from being attacked for some time.
